Could someone explain whell offset?

I understand the backspace. But what is the offset say -6? Will 4.5" backspace with -6 offset work on a '99?

It's how big your lip will be, if your rims have a lip, thats a good way to think about it

Offset is how far the mounting face is off the center line of the wheel.

I.E. Say your wheel is 8" wide. Backspacing will be 4" with 0 offset. The mount face is directly centerline with the wheel width. If you had negative offset the wheel moves in towards the axle. Positive offset pushes it out away from the axle.

Thanks so the offset is in mm. Thanks for all your help. Picked up five weld cheyenne 8's 17"x8-1/2" for $600. Really wanted some 18" wheels but these will do for now. When I get some more money I'll get the Icon lift. Damn rain just screws up the construction schedule.

There is some industry confusion as to what positive and negative offset refer to. Generally speaking, and the most common accepted definition is that negative offset will move the mounting face of the wheel towards the inside of the wheel. So yes, I agree with you bigjake, that it will move the wheel away from the axle.
