My buddy's truck started surging, kinda like someone is pushing him from 1800-2200rpms. No codes or SES light. I haven't had a chance to look at the truck yet, but it sounds like something simple.

Is this at idle, cruising, heavy throttle?

I would look at the IPR. Watch duty cycle % and ICP when it does this.

I agree with gregrob check out the IPR and use a scanner or AE to watch ICP and the duty cycle.
