04 f350 6.0L just recently put in a scan gauge 2 and am trying to figure out why im getting 10v on the flp. On very cold startups. So i got the ficm out and glow plug module out. KOEO to test the power at c1388c and there are no codes showing on the scan guage2. Even when i unplug and plug back in. The tool works fine for monitoring just not reading codes. Any one seen this before?

The Scangauge is like most basic scanners and can only read generic/global OBD codes. To read the enhanced/manufacturer specific codes you will need a higher level scanner. All the FICM codes are going to be manufacturer specific.

In most cases only the global codes will trigger the light. Even then the problem must be serious enough or happen enough times to actually turn the light on.
In general, if the problem isn't causing a major safety problem or emmissions problem, the light won't come on.
