So I bought an f350 and the harness to the solenoid pack was missing. Looking online all I find is one side with a plug and other with wires. Do I cut this black plug off and splice the wires?

No, you should not cut the factory wires. But the connector to the solenoids is on the exhaust/dipstick side of the trans - not the shifter side.

So what's that plug for?
I didn't see any wiring on the other side, I'll have to check again

Clean it off, and peel the harness wrap back far enough to see each wire's color & stripe. Compare your list to this & the NEXT several pages:
