I just read over the rules for one of the local pulls and just a lil confused with one of the rules for the exhaust can anyone pls clarify wat the reason is..

EXHAUST:
All vehicles must be equipped to direct exhaust upward. The exhaust must exit rearward of the driver’s compartment. If the muffler or catalytic converter has been changed from stock, two 3/8 inch diameter bolts must be placed through the exhaust pipe in a cross pattern within one inch of each other and must be within 12” of the exhaust housing.
