I am registering an abandoned equipment trailer. It has two 8 lugs axles with 16 inch wheels on them. It appears to be 16ft long and weighs 2720. How do I determine what it is rated for? Can I find that kind of info on the axles somewhere?

there should be a tag on the axle...probably a metal plate usually attached near the center probably facing forward...it will have the axle code on it and the mfg. The take is usually pretty dirty and hard to see. it may even be a sticker....if you can't find a tag you should be able to pull the drum off and the brake drum number is most likely axle specific.
