First post and it's a question, Hope that's OK. I have a 96 F350 CC and if the fuel gauge does not have power, the needle sits right on "E", when it gets power (key on), it goes Below "E"? I have checked the connections and cleaned them and used dielectric grease on the connections. I have also checked the harness to the firewall but I'm not sure I'm heading in the right direction. I have the new brass floats, but I figured I would check around before. Thanks.

You have a dead short to ground on the wire from the sensor to the gauge. That will make the needle move mast the normal position.
A pure open circuit on the sensor will make it go waaaaaayy past full. I've got a pic in my album somewhere.

Either that or the gauge is hooked up backwards.

The sender wire is connected to ground somewhere. It won't burn the wire because the sender reduces the voltage enough. Backwards coud be fuel + to panel ground. Has the instrument panel connector been rewired?
