i wasnt havin any boost on my 97 PSD and i replaced the line from the right manifold to the sensor. that did diddly squat. so as i was lookin at the turbo and i notice that the arm on the exhaust side of the turbo (under the exhaust exit before the downpipe, name please?) didnt move at all. well i ended up manually moving it. now i have boost. it is froze up i think. so it stays open now. my question is, is it bad to keep that stuck open? i think its the flap. (i dont know what you would call it) im still new to diesels

thanks for all of your help
