what gets the best mileage?

Hard to say. A lot depends on the rest of the truck, what you do with it and how you drive.

6.4s and 6.7s don't have a manual transmission so their MPG is stunted.

6.9 and 7.3 IDI are a little less efficient but in a good light truck with a stick and driven well, could give good MPG. Pre-combustion engines can be deceptively efficient if you don't dog 'em too hard.

I'm a bit biased to the 7.3 with HEUI, six-speed, 4x2.

Had a 92 250 rc 4x4 7.3 idi 5-speed w/ a banks sidewinder turbo that got 16-18mpg. A 01 250 cclb 4x4 hypertech programmer, intake and exhaust that got 16-20. 03 6.0 Excursion 4x4 SCT programmer, intake and exhaust that got 15-22. And now a 02 cclb 4x4 SCT programmer and intake only w/ a 4.5" lift and 33" AT tires. Its get a disappointing 12-15. All numbers hand calculated.

I had a 87 f250 rcclb 6.9 4spd straight pipe and got 17 consistently. But just searching for a decent mileage vs. Power truck. No bigger then a sclb 4x4. Love a stick. Could live with 2wd...

got a 93 7.3 manual idi that gets 18-20 regularly and has reached 24 and i have a 99 2wd that i get 18 consistently and have almost hit 23

Perfect logic.

There are many factors involved though.

Personal best in my truck was 19.7mpg
1985 F250 4x4 6.9/T19. It was N/A when I achieved that. With the turbo, I was averaging around 17-18mpg, down here in Texas its closer to 14-15mpg due to how fast I drive down here (55-60mph in Oregon, 65-70mph here)

I could get 18mpg hand calculated in my 02 6spd, CC 4x4 6" w/ Procomp XT's. Got a best of 21 when fully stock and could get 18-19 when fully stock. Had no measurable loss w/ the lift and tires.
I have to baby my 6.4 to get 18 at highway speeds but have squeezed 24mpg @ 55. Would like to regear to 3.31.

I would say ex cab 2wd stick would be nice... Found so many 7.3s but not alot of 6.0 or 6.d. A 6.4 would b nice for how easyly it makes power.... It'd b nice to find something that gets over 20mpg.. My current ford escape does best of 26mpg at 50mph highway

85 f250 scsb 4 speed with 3:73- 19 empty
93 f250 idi scsb 5 speed with 3:73- 18 empty
99 f250 scsb with 6 speed with 3:73- 19 empty
02 f250 scsb auto with 3:73- 20-21 empty
11 f250 screw auto with 3:55- 16 empty

Sure seems like they all get the same mpg but with the newer engines come way way more available power.
