What's the best scan tool to get actual sensor voltage feedback for troubleshooting crank no start?

Depends on what you want to install the app on. If you want it on your smartphone, then (IMO) it depends on which one you have. For BlueTooth, the best adapter is the OBDLink MX+. It is fairly expensive though.

I have a BAFX Bkuetooth adapter and it works fine w/ Torque Pro. I haven't tried it w/ my iPhine because I have a BAFX WiFi adapter for it (and I highly recommend that one).

If you want to load it on a Windows machine, get the OBDLink EX (I believe).

Dying while driving like you describe is usually the IPR valve (or wiring) or the FICM. It can also be the ICP sensor. You can try driving w/ the ICP unplugged, If you do try that - do it on a road that won;t get you in trouble if/when the engine dies.
