2001 7.3 - P1670 and Surging Idle

My 01 has been giving me fits for a while, any help is appreciated.

Recently noticed a rough (Hunting/Surging) idle, which gets progressively worse when it is up to operating temp. Almost seems that it has a really bad miss. However, if I put it in gear and step on the fuel a bit the miss goes away but the hunting/surging issue still persists. RPMs swing from about 500-900 when its doing this.

When in gear stopped it still does it but it is very faint. Also, if I rev the engine up past 800 rpms in neutral/park it doesn't idle down, it simply dies.

After all of this started, I noticed that the CPS (control pressure sensor on the drivers side oil rail) was leaking oil past the sensor, so I changed that with an OEM one and replaced the harness. I also was getting multiple IPR codes so I went ahead and changed that as well (also OEM).

Now, this thing is still doing it! I pulled the codes and am getting a lone P1670 code WITHOUT a check engine light. Still runs great on the highway, I'm stumped. I started it up hot this morning and messed with the connectors going to the UVC harness without any change to the rough idle issue.

Truck has around 403,000 miles and is auto/4x4. Nothing done to it other than a straight pipe and re-routed CCV line. Always changed the oil and fuel filters with Motorcraft brand and Rotella T 15W40.

P1670 is a idm code. Check the harness around to for chafing. It could just be a bad idm also. Go hit up the junk yards and they woyld most likely let it go for $20-$50. Any idm from 99-03. Will work. Even ones from 94.5-97.

Ok, Checked into this issue a little more today. Pinned out the harness and got a high reading on #7 injector (pins 24-20 @ IDM Harness). Meter started in the hundreds and slowly came down to about 36 Ohms. Other 4 on the passenger side bank were 3.7-6.7.

Drivers side pinned out between 4-8 ohms.

At the 42 Pin connector, I was still getting high reading for #7 injector.

This is starting to sound like an injector to me... but could it possibly be the connection to #7 on the UVC?

Update...

Just did the in tank "hutch mod" and WOW, what a difference. Sounds so much smoother and no more cackle!

Anyways... the bad hot idle persists. I believe it is fuel/injector related at this point. I took the valve covers off and all of the UVCH/Valve cover gaskets are within spec. Also ohmed out the injectors and they are in spec as well (I believe the high reading on #7 was erroneous.)

However, after pulling into work today I shut the truck down and started it back up. Loping like crazy as it has been doing. Now, if I open the fuel drain up it smooths out and runs perfectly. After closing it it goes right back to loping and carrying on. If I give it a little fuel for about a minute the lope goes away but it still hunts and surges at idle between 500-900 RPMS. If I Let it sit there it will eventually surge to about 1000 RPMS and shut itself down. Anyone else experience this?

if it smooths out when you open the fuel drain, you might be possibly be having air in your fuel. also there is a test port on the fuel bowl i would get a 100 psi gauge and measure the fuel pressure at idle while loping/surging, and then the pressure after you opened the drain valve.

Could have too much pressure also. I second putting a gauge on it.

Well, looks like it needs injectors or an overhaul. Fuel pressure is good but a contribution test showed that #1 and #5 as faulty.
