The President does not need Congressional approval to attack. The President can order an attack on his own, it takes an act of Congress to declare War.
In my opinion, yes, he was justified. What Khadafi did was a flagrant violation of basic human rights. In our history, we have set a precedence for protecting human rights. To not do it would have been spitting in the face of a long history of who we are.
Not only that, but the UN called for the action. We are a huge part of that organization, we need to step up and do our part.
If we do not stand by our treaties that are signed documents, we are breaking a contract. The US stopped doing that when they pretty much defeated the American Indian.
