I am totally opposed to any requirement/mandate to require unions on federal projects.............or even a closed shop for those companies with unions.

So when was this bid, and when did the executive take effect?

I'm willing to bet that one had absolutely nothing to do with the other.

While the policy may only "encourage" I know it is a adhered too pretty well. There are several paving jobs here in GA that my brother tried to sub on some of the work. He has an erosion control company. The company that won the paving contract said he would not be able to bid with them. He isn't a minority nor unionized. This was your nice little federal tax dollars at work.

The contractor actually had to bring in a sub from out of state to meet all the requirements.

Of course my brother is a small company of only 5 employees and the sub they brought in is union and has 100s of employees.

So a project that just got started AKA is just getting ready to break ground now, but was awarded at the end of March 2010 is before or after the release date of the executive order published Feb. 6th 2009?
