So is it confusing in the fact they do not understand what is written or is it confusing because it requires them to do something they hadn't planned on doing?

This will be changed quicker than it was found.

I'm worried about what else is in the bill that nobody read...... I mean why was this so important to shove down everyone's throats in such a hurry instead of reading and refining it?

This isn't new. The provision has been around since September, and has been in the same language as it is now since November. It has also been published by news media, blogs, etc, since last year. Even Factcheck published an article referring to it back in January:

That's what happens when you rely on a news source that deliberately inserts bias. You get information that is inaccurate and outdated.

Neither. It was planned and introduced back in September by Chuck Grassley of Iowa. The final markup language was finalized in November for that section.

No, I'm calling it an inaccurate and outdated article. That's why people shouldn't rely on just one single news source. Researching stories can often open your eyes.

Now a website blog called "Right Wing News", yes that's obviously slanted. Not sure how anyone in good conscious can take that site seriously. Especially when the article was originally sourced from another blog called "Snark and Boobs".

Correct and it states;

When has the CRS made previous statements such as;

I have not and will not read an 8100 page memo BUT if they are coming to this type of conclusion based upon their entire interpretation of the bill isn't that new? Not the quoted bill exert above but their interpretation?

The ambiguity of what's in the healthcare bill has been subject of debate even before the CRS. Debates range from when it takes effect, to who is required to enroll, to who is exempt. Good ol' government legislation. Some things just never change
