The Cochrane-Fountain City School District expects to see payroll costs drop by at least $381,000 annually, under a new state law that requires public teachers to pay a share of their retirement and health insurance expenses.

Those reductions would exceed the projected loss of about $365,000 in state education aid ó the district saw a 10 percent cut in state aid and 6 percent reduction in its revenue limit.

That allowed the district to avoid cutting a single job or program for the 2011-12 school year, said C-FC school board member Steve Scharlau.

Superintendent Tom Hiebert said changes in health insurance were projected to save some $250,000 in the upcoming school year, along with another $131,000 in savings by having employees pay half the cost of their Wisconsin Retirement System contributions.

Hiebert said the district's tax levy on property owners was flat last school year, and taxes would hold steady again for 2011-12. The goal, Hiebert said, was to see the average tax levy trend downward over five years.

Scharlau said the new law gives the board and administration more authority to manage expenses.

Scharlau said employees who were not paying retirement and health insurance costs would feel the pain of a lower paycheck, but said it was a matter of perspective when reviewing past state budget actions and a mediation-arbitration rule that resulted in minimum 3.8 percent payroll increases annually for public school teachers.

C-FC's projected tax levy for the 2011-12 school term is $2,665,222, down about $27,000. The district's projected tax levy for 2012-13 could fall by $87,000 to $2.57 million.
