Unhappy Some Rust!!!!

Have an 09 right rear finder just above the wheel well and the lip in the wheel well have rust and bubbling the paint. The Ford Body Shop said they will not fix. I has to be cut out, and a piece put in. They recommend a couple of body shop... I don't know???? Can it be fixed a little less aggressive?

Sadly no. The only way to take care of it is to cut it out. Rust sucks... other option would be to cover it up with fender flares, but that's not really fixing it.
