painting my bumper quick question

so im going to paint my chrome 01 bumpers black.... what is the proper way to do this as my chrome finish is currently in perfect condition.... can i clean, primer, paint over the existing chrome? or do i need to sand it all off then primer and paint.... also what rattle can paint is going to be my best bet?

I would get some heavy grit paper and sand it and use a good aheasion promotor.
