Removing glue from dash

The previous owner of my truck had something on top of the dash and beside the radio. It looks like glue and it is hard. What can I use that will remove it without hurting or taking the finish off the dash?

Still trying to find a way to get this off. Anybody?

2003 F-250 7.3L FX4 CC SWB
-AFE intake
-Silverline exhaust
-DI 6 position chip
-Autometer gauges

I always start with WD40

then work your way stronger
