96 f350 slow acceleration and will not go above 35-40 mph

A buddy of mine just bought a 96 f350 with the 7.3L, had a hard time getting it to run at first and it died after a few miles. We changed out the filter bowl, fuel filter, lift pump, and air filter and still no luck. Just wired open the gate on the back of the turbo because it was stuck closed, replaced y pipe gaskets and donuts along with connecting his down pipe to the exhaust. The engine brake is open and it's not throwing any codes (verified with a code reader). The only thing that we noticed was the white screen on the side of the filter bowl attached to the pressure regulator is kinda out of shape but it's not plugged. The turbo compressor wheel has no axial play and everything turns smoothly. On start up it has white smoke billowing out from the down pipe but it stops after it starts. Fuel pressure was 10 psi in drive before we changed the lift pump and is now at about 30 psi. Is there anything that we might of missed? His truck is a bone stock 96 f350 with the 7.3L powerstroke. Any help would be greatly appreciated. Thanks guys.

Fuel pressure should be 60-65 psi. Look up bb mod.

96 with 320,000, Idm mod,
Tc mod, van turbo, 200/30 rosewood,
T 500 hpop, Dy 3" down pipe,
glowshift gauges, D60kp swap, custom track arms,
steering wheel swap, 6637 mod, Hydra chip, WW2,
calf fuel spring and BB mod
6.0 fan, cooler,
Pmf 2.25 rsk sd springs

78 f-150 turbo big block
