2000 7.3L ccsb poor fuel economy and low boost

Hi everyone , new to the forum. Just picked up a 2000 ccsb 7.3 a couple weeks ago had boost leak and new up pipes seemed to fix the issue for a couple days then it returned again. Doesn't seem to have any boost leaks but only building max 12 pounds of boost and averaging 8/10 mpg, any ideas where to start? Thanks in advance!

Re torque the up pipe bolts, PITA but can be done from under the truck drivers side, through the passenger wheel well other side.
After a few heat cycles they will be loose around the gaskets

Remove, inspect and clean all intercooler boots clamps and piping. A very good idea when you get a new to me old 7.3 truck
Do the same on the intake/air filter side of things
Check turbo impeller for play. A tiny bit of play side to side is okay/normal (not enough to hit the housing) any play in and out is not acceptable
