E4od not shifting out of 2nd

Have a 96 f250 4x4. Trans was just rebuilt after burning it up after blowing trans cooler line.
Was done by Monster trans.
Was working great for a few months.
Back out of driveway fine, put in drive. Shifted like normal into second, but won't up shift into 3rd(auto or manually) wires into trans look good. No o/d light on or flashing. Fluid is full and clean. Not slipping, just not shifting up. Would like to ohm out coil packs with out pulling pan.

The e4od has a problem with the 2-3 shift valve sticking in them they make a steel replacement valve for this problem.
