1991 7.3L shifting problems

u have a 1991 ford f250 with the 7.3L and an auto trans, if i put the gear shifter in drive the truck is stuck in overdrive, i can put it in second and and then manually shift it to drive, so i have second and overdrive if i manually shift it, but no first and third, also the overdrive off light by the overdrive switch on the dash is always light up. the trans shifts and drives fine so i think i have an electrial problem. the tac also does not work. does anyone have any suggestions on were to start or what might be the problem, thanks

Start by determining if the TCM (transmission control module, as known as the EEC module) has power. I'll bet it does not.
