4R100 hesitation..?

i have a 2000 7.3 2wd 4R100, when i fire it up and put it in drive it acts like its in neutral for a few seconds until i rev it just a little bit, only does it right off of start up after that you can drive it all day and its good, im thinking maybe the seal on the filter is bad and fluid is leaking down as it sits then takes a little to prime back up? anyone else had this problem or know how to fix it? thanks in advance

Could be worn seals in transmission or a sticky valve in the valve body.
