4R100 2-3 Shift???

I rebuilt my 4R100 about 5000 miles ago. Installed the Transgo Tugger kit and went with Kolene Steels and Red Eagle frictions.
I also have a TS6 with Swamps tunes since I have the Swamps injectors.

Here's my problem. 1-2 shift no problem, 2-3 shift seems to happen in two stages. As I am accelerating and expecting the 2-3 shift I hear and feel what seems like an attempted shift but the RPM doesn't change. Then as the engine winds up some more it finally does shift.
Under very light throttle and no load it makes the shift fine. Under medium throttle it happens. The other gears are fine.

TPS was suspect so I replaced it. Also replaced the turbine speed sensor. I am not generating any codes in AE

I should also say that even though I have built a number of motors this was my first AT rebuild. I took my time and used the ATG manuals, etc. I believe it went together correctly???
