wont shift into second

I have a customer with a 89 f350 4x4 that he claims sometimes wont shift from first to second. I'm not sure if it just stays in first or if it freewheels like it is slipping. He says that when it does act up he shuts the truck off while driving and when he turns it back on it will shift fine. I have driven it quite a bit and cant get it to act up. Any ideas? Thanks

1999 F350 7.3 4x4,PHP Pheonix 45tow,65tow,80,100and 120, Mbrp 4" straight,Afe stage 2,Turbomaster, Autometer gauges, black cps from Dp, Itp overboost and pre pump kit

It might help to know if it is an E4OD or a C6.

It could be a sticky shift valve or solenoid. It could also be an intermediate clutch seal that's starting to go bad.
