E4OD wont shift.....

I have a friend, his 1996 F350 with a brand new rebuild is giving shift issues. We hav e replaced the harness to the EPC solenoid, new solenoid, and the rebuild... As it sits right now, when we put it into drive, the truck will rev to almost 3000 RPMS before it tries to shift. when it does try to shift, it is like it doesn't have enough engine torque in 2nd gear so it kicks back to 1st gear. We can't manually shift it either, have tried just putting it in drive, as well as shifting from gear to gear and it does the same thing either way we go. there are no codes showing for the trans, it is showing one code for the air intake temp voltage, says intermittent high volt... but i dont think this is causing this issue. ANY AND ALL HELP IS APPRECIATED!! i want to get his FORD truck fixed and so he can tow his dodge out of my garage!!! lol....thanks in advance to anyone that might have some insight on this.

I think there is something mechanically wrong inside the trans. It may be the intermediate one way clutch is bad.
