Fuel Leak & hard start & wont stay running

I have noticed that my 97 7.3 is leaking fuel and when I park in the driveway on an incline fuel drips off the back of the engine on the passenger side. Lately when I try to start the truck I have to turn the key on and even if it's warm, leave the key on for quite a while before it will start. Yesterday I ran very low on fuel in one tank and pulled into the service station to put some fuel in and when I started off the engine began running rough and the farther I got the rougher it got until it quit completely. I put a new fuel filter on it and got it started but then about 3 miles down the road it quit again. After a while I was able to get it started to only an idle and drove it the last 5 miles to my house even though it quit several times but would not get over an idle. I know I have several issues here but is it the fuel pump the probable reason why it's hard to start and only idles (rough)?
Please advise
