95 F-Superduty , will not stop cranking after Engine swap

Ok , here is my problem , i just recently did an engine swap into our work truck , the truck is a 95 F-SuperDuty and the engine came out of a 96 E-350 Meatwagon. The swap went well but when i went to start it up it will not stop cranking until you disconnect the batteries. then when you try to reconnect them for the first 30 second after disconnection you get large arc as if there is a huge load on the cable. I have done the following things , Replace the Relay on the fender , new starter , checked all wiring , bench test the starter. With the starter out the system works perfect , and the starter bench tests fine , but with the system complete the problem returns , i have done everything i can think of and i am at a loss. So any help is greatly appreciated, Thank You in advance.

Could there maybe be something in the ingnition stuck? Im no expert by any means, just though I would throw it out there.

What all did you swap from the van?

The Engine. The Wiring Harness , Batt Cables , Starter , Oil Cooler DS Manifold , Valve Covers and all accesories are off the truck , so just the engine by itself is from the van

It sounds like a solenoid is stuck or wired in wrong

thinking it is the solenoid as an issue , gonna just put a brandnew starter in and also run a ground wire from a starter bolt to the frame , just to make sure it has a good enough ground
