Click at Relay when try starting

Hello all :
!997 f350 7.3 turbo diesel

Ok new batteries , new starter relay and new solenoid installed on starter.
I still just get click.Took a screwdriver across the relay posts, the 2 big ones with the key on. relay just clicks.
Had gf turn key like to start and checked for 12 v at small ign wire going to relay . got 12 v first time then every other time it wazs a neg reading.
w headlights on and try to start , the headlights do not dim, however the idiot lights on dash do dim when try starting.
Removed starter w new solenoid and took it to CrapZone for a test.
it passed .

reinstalled the styarter and when try to start i heard what can only be described as a woman moaning during sex. turned key off and it continued to make that noise for a few seconds.

Since then it just clicks at the relay.
posting this and running new cable from relay to starter and rechecking the rest of the wiring.Also wiggling shifter in N and P did not help..

Any wisdom would be much appreciated

thinking about takling starter apart to inspect inners.....

Sounds like a bad starter to me...

2000 F350 CCLB 4x4 auto, 250/200's from PIS, No Limit tunes, Isspro gauges, 4" exhaust and intake.

That is a bad starter. They can spin fine on a bench but not be able to crank the engine when installed. I just replaced mine with a high torque due to slow cranking.
