very hard start and then dies

My 1995 F250 is having an issue starting and running. It takes forever to get started, when you do get it started, it idles very rough. It eventually smooths out, then spits, sputters and dies like it is running out of fuel. I parked this truck in December (it was running good then, but the fuel pump was leaking) and replaced the fuel pump and lines on top of the motor at that time. It hadn't been started since, and now it doesn't start or run worth a crap. Fuel bowl is full of fuel when it dies and she smokes when cranking over, so it should be getting fuel. I have an IPR rebuild kit coming since i was thinking that may be an issue.

Any ideas?

does sound like an ipr, also,
take cap off fuel filter bowl and pull the filter out, drain bowl and have someone crank it over while you watch to see how fast the fuel bowl fills should fill pretty quick, if not, then your fuel supply pump is going out.
