Question Concerning OBD

Ok, I have been reading, and reading, and reading some more on this subject. I have a 1997 F250 2wd.
The overdrive light is flashing. I need to read the codes. Now I have read the OBS's are OBD I, and read they are
OBD II. Then I read that they are a hybrid of both systems. How do you know which one it is?
Can anybody tell me what they are, and what scanner will read them without dropping $400?

Mine has the J1962 connector under the dash by the trannie hump. But from what I was told by a Bosch Tech when I
inquired about a OBD II scanner they sell that will read transmission codes, that does not mean that it is OBD II. If it
is not OBD II, then why would it have that connector. The engine tag does say OBD II exempt.

Thanks for any help
