97 f250 been sitting for 3 years

Iím a new member I bought a 1997 Ford F-250 with the 7.3 for $800 itís been sitting for 3 years without being started. I was there yesterday the truck is 45 minutes from me but I changed the oil put 2 new batteries in it and turned the key just to see if I can get it to move out if itís grave. It didnít start I know I should drain the old fuel out and put fresh fuel in. It started to rain pretty hard so I went home itís raining today but will stop soon I want to know what I should do to get it to where I can drive it 45 mins home to work on it in my garage. Only progress Iíve made is air up the tires change the oil put new batteries in it sounds like it wants to start but it just wonít it just smokes

Drain the fuel and put fresh fuel in with some treatment.

Check the Filter see if its getting fuel pump may not be pumping enough fuel to start the truck. use a tire gauge and check the fuel pressure while cranking should be above 50 to start.

I bought one of these @ Harbor Freight and modified hoses. It is slow but pumped out 15 gallons of old fuel.
