If you haven't already check the underhood fuses with a meter (not just visually). Is there power at underhood fuses #9 and #22? If the PCM is getting power, you might need to check and see if maybe one of the sensors that uses the 5V reference voltage might have shorted. They would be the Injection Control Pressure (ICP), CPS, Throttle Position Sensor (TPS), Barometric (BARO), Exhaust Back Pressure (EBP), and Manifold Absolute Pressure (MAP). You can try disconnecting each one, one at a time to see if the WTS comes on when the key is on. If not, plug it back in and move to the next one. I would try ICP and EBP as the first ones. At any rate, you should get 5V on the Brown/White stripe wire on each of those sensors (unless there is a short in the circuit or no power to PCM). Cheers!

That happened to me years back. The fuel heater, at the bottom of the fuel bowl had broken and shorted out. I can't remember the fuse number but shut down the truck. Good luck!

In addition to what NM... said above, pull out your fuel filter and look to bottom of bowl you should see a thin sold wire running around the bowl and it should not be hanging or broken. As I recall it shares same circuit as the PCM, so it can intermittently short and also fully short and cause shut down, no start condition. Fuse is outside (I think) underhood in fuse box.
