1995 f350 Won't Crank

I have a 95 f350 I cant get the truck to crank, If I turn the key to the Wait to start potion everything is good and normal if i turn it another click to start everything goes dead pretty much, I cant find any fuses that are bad so i replaced the ignition switch still nothing, so i checked the solenoid on the passenger side fender and if i turn the key to the wait to start position and jump power to the ignition lead it fires right up, I've also checked the neutral safety switch and it hasn't got off track or anything, I figure it has to do with wiring of some sort any information would be helpful

could be the ignition actuator in the column.
it connects the key cylinder to the ignition switch.remove the ignition switch, but leave it plugged in. try turning the starter by moving the switch manually. if the truck starts, the problem is the actuator
