No horn or cruise

For some reason I do not have a horn or cruise on my 1994 F250. I do not have a clockspring, as I do not have an airbag. Under my steering wheel I have the three pins, from my understanding, one is ground, one is signal, and one is power. I have the ground, middle one seems to be signal, but I do not have any power to the third one. I can't figure out where the fuse is for the horn/cruise. I do have horn when I jumper the pins for the relay.

Any ideas would be appreciated

Clock spring has nothing to do with the airbag.

My understanding was that the pickups without the airbag do not have a clockspring, I could be wrong on that, either way, mine does not have a clockspring. That being said, I traced the wires down the column to the plug at the base of the steering column, and I do not have power at that point for some reason.

Well the switches for the horn are ground based. and iirc the cruise also works off ground with varying resistance.

Okay, so you are saying that I shouldn't have power to any of the three pins at the steering wheel? I know that one is ground, pretty sure the middle one is for the cruise, which would leave the last one for the horn. So I should be able to jumper the first and last pins and have the horn go off, right?

Mine does not have a clockspring, it has three pins that are spring loaded, that ride on three different rings on the back of the steering wheel.

Yap that is correct. most of the obs fords were like that.

the only ones from that era that had clock springs also had airbags. I have replace and rebuilt many and very rarely see clock springs in the trucks.
