losing boost out of turbo actuator rod!?

hey i really need some help here. I went to do a boost leak detector test on my 95 7.3 which ive done many times on other trucks and i swear i'm losing all the air out of the actuator rod for the turbo. Is this even possible? also when i start the truck up i can see steam or exhaust coming out of the rod hole. can a turbo seal or bad turbo actually even do this? thanks

I believe what youíre seeing is a small amount of blowby coming up through the oil line drain into the crank case . My 97 with 285k on steams from there .
