97 7.3 surging while driving

First time posting but I have a 97 f350 7.3 5 speed dually. After truck warms up it starts to surge/stutter and gets worse longer I drive. Sometimes after it's restarted it goes away for a short time. I just can't determine if I should start with fuel system or turbo. The turbo also stops spooling while it's doing it's "surging" has anyone else experienced this and actually have a fix? I have found many topics on it but nobody posts back on what fixed it for them

Mine did this on a 60 mile trip from the house, randomly. Changed the ICP sensor and all was good again.
