new caliper piston sticking f super duty 97

Good day gyus, changed front pads, calipers, bled em .they are tight on rotor ,i could spin em but with efforts.when took off caliper.passenger side has been pushing only one out of two pistons.
driver side pushed both pistons but one of them has dust boot came off together and theres rust traces.
Bough it in advance auto.
What it could be.
Alsot initially right side caliper was seized and pad on outside ####ed up rotor surface and itself.
Do i have bad cylinder or hydroboost or just rubber hoses ? i get hoses tomorrow will try to.but suspect that calipers could be overstayed on shelf and thats why pistons doesnt go in pairs.
Googled for awhile cant find similar situation
Thanks .

bad calipers. the rebuild process these days sucks. no quality control anymore on parts sold.
stores sell the cheapest crap they can find for the most money they can get.

i have seen 4 brand new calipers in a row come out of the box bad.
