Odds are then that it is your gauge or the gauge cluster. I don't know if you can replace them independly or if you would need to replace all of them. There might be a resistor burned out on the PC board.
You would need to pull the whole cluster out to check it out or if it was me I would just pick up a single volt gauge and mount it somewhere that you could see it
