So today i tried to change my filter. turns out i had the wrong one. something about the cap not matching duralast. So i put the old one back in because i needed to move the truck and the other parts stores are closed on Sundays. the truck started and ran rough for a min then it ran out of fuel. i Believe its because its not priming. Before i could hear the primer kick on from inside the truck when you turn the key on but now its making no noise at all and i cant figure out why its not priming. i looked for fuses found one replaced it with no change. I don't think i unplugged anything when i started but there is a plug undone behind the fuel bowl i cant find where it belongs. The fuel heater/water sensor had no plug either but they don't seem to connect.

Need more info on your truck. If it is an OBS (94-97), the fuel pump is a purely mechanical 2-stage pump (so no priming happens when the key is turned on). The fuel only flows when cranking. The connector in the picture looks more like the harness connector to the EBPV solenoid that would connect over by the base of the turbo on the driver's side (which would be nothing to do with fuel. From the factory the fuel filter "clips" into the cap. Many aftermarket filters come with an integral cap, so depending on what replacement filter you bought, you might need a factory cap (if your previous filter had the integral cap).

Does the WTS light come on? If not, check undehood fuse #22 and if blown disconnect the fuel heater (about halfway down the driver's side of the fuel bowl, funky looking spade connector that pulls off straight out from the bowl), and replace fuse. With the cap/filter removed, does the bowl fill when cranking? Have you tried switching tanks? Cheers!

The truck is a 97 350. so is there a manual primer some place or just keep turning they key? That connector is only about 4 or 5 inches long and the heater plug seems to just be gone already. The wait light dose come on and no fuel is flowing into the bowl while it turns over. i had my wife turn it over while i watched with the cap off. Befor i tried to replace the filter there was a hum like an electric pump now there is no sound.

Do you have any history on the truck? It is possible that the previous owner(if any) could have done the Electric Fuel modification.

As mentioned above, a stock OBS 7.3 has a mechanical fuel supply pump driven off the engine. There is no manual priming pump unfortunately. Only way to do it is to crank the engine. Also helps if you can fill the fuel bowl a bit prior to putting the filter in.

The hum you describe could have been the glow plug relay, unless the afore-mentioned E-Fuel mod has been performed.

Does your truck have this mounted on top of the engine?
It mounts here under the turbo:


This is the sucker (literally) that is responsible for filling the fuel bowl after you drain it, it will only fill the bowl when the starter is cranking
If you do not have one of these on your engine then your truck has been converted to use an electric fuel pump. So you will need to find the fuse and relay that controls the electric fuel pump, if that is the case

Ok so according to your pics. and what i looked for i do not have a mechanical pump. so i will have to track down the pump and relays. the truck id pretty much full. the gauge goes over full but right now its on full. front tank is basically empty i never use it.

Yup i think i fixed it it was a bad relay. i can hear it and i could hear the rear tank suck some fuel and now the truck is attempting to start. "i have bad glow plugs" just traced the fuel line there is an electric pump under the drivers seat in the frame rail.
