low rpm miss

just got my 96 psd,its got 270,000 miles on it and just had a turbo rebuild and new injectors before the previous owner sold it,not sure what else has been done.well anyway when i hold the throttle at about 300 rpms above idle it runs smooth but when i let it drop to an idle it stumbles around 500 rpm for a few seconds then picks up to 600 and runs smooth,ive also noticed it runs rough going down the highway if im just barely touching the throttle goin down a hill or something,its kind of intermittent.other than that it runs and starts great.any ideas?
