There's basically an on/off switch, if pressure is below 7 psi
) the gauge goes to 0. If the pressure is above 7 the gauge goes somewhere other than 0. The exact postion may vary a tad with system voltage, so if the glow plugs are on (for the first couple of minutes after startup or so) then I could see the position varying a little. But the position is irrelevant, if it's not 0. And if the pressure was 0 (no oil) the engine couldn't run anyways.
