No 60 psi
is correct at idle. If you have 45-48 psi
at idle your pump is getting weak. AS for the Cali fuel pulse dampener, it is not a regulator by any means. The only regulator is bolted to the side of the fuel bowl. I would also seriously look for exhaust leaks pre-turbo. The up pipes will start to leak due to the donut gaskets and you will loose power in just the manner you describe.
