Idle surge help

I have a 97 7.3 and when i start it it surges from probably 400-800 rpm if i hold the pedal and let it idle again it sometimes gets better and when it warms up its better but its still always hunting. any help?

I know it sounds stupid but try replacing your neutral safety switch. Mine was doing the same thing and that fixed it
