Plug question

When looking by my oil filter on my 02 powerstroke. I found a redish orange 2 prong plug that was unplugged. Truck has seemed to run fine without it plughed in. Seems like it was sappst to plug in to the side of the motor right next to the oil filter. Only problem iv had with truck was a few times it didnt want to start when the motor was warm. No idea if this being unplugged has anything to do with it or not. Any info is greatly appreciated.

That's the engine block heater.
