that is surge....

it does that cause the motor is dropping RPM's from the tranny shift but the turbo is still pushing full boost....and when the motor doesnt take as much air as the turbo is putting out, it surges....and thats why it drops and them comes back...

No, that is turbo stall. Surge is when it oscillates and gives you that psst.... pssst.... psst.... sound. There is a good video of it around here someplace. Stall is normal and not detrimental to the turbo. Surge can snap the shaft.

On edit: Here is a video in which you can hear and see both.

2002 F350 Lariat CC 4x4 4.10 DRW, with "the ultimate towing setup!": Nov 30, 1999 engine with Fluidampr, Melling LPOP, 910 springs and ARP headstuds, DP-Tuner, DI regulated return, AC singles with 80% over EDM nozzles, BTS dual HPOP, H2e, Spearco 6.0 IC and BTS tranny .

Re: Found an old vid.

Woosh, thats a normal sound when they shift . I think you just don,t hear it as much if at all with a stock intake. The sound is the air backing up through the intake track, like HH said.

Re: Found an old vid.

Thanks for the link, I have been trying to figure out what surge sounds like. I have not heard anything like what is in the video yet, niether the noise at the shift, or the pulsing after the third (I think third) shift in the video which I assume was the surge.

2001 Excursion Preditor tuner, 4" Magna Flow exhaust, AFE II Dry-S, Front spring pack,
add a leaf in the rear, Rear Helwig, and Rancho 9000X all around, HPX, Reg Ret, IAH delete, SP exhaust brake, JW VB, Gauges: Boost, EGT, and tranny temp. Cooling mist EGT/boost, RAS

Waiting to install:
ITP prepump and intank
