2000 DRW spacer question! Pist!!

My dad purchased 2" DRW spacers from ArrowCraft and they are not direct fit??? It was my understanding that they would just slip on!! They told my dad that he would have to remove the 8 bolts and axle to install them?! Is this correct? If so what if he has a blow out on his inner tire on the freeway? That would mean him having to remove his axle on the side of the highway?? Please help! And thanks in advance!
