2 boost questions

First off my truck is setup as in my signature block. My truck is only making 5-7PSI boost the guy at the dealership said I'm dumping roughly 95 percent of my boost at least that's what he said the computer is telling him they are not seeing any boost leaks they said my wastegate was the problem. MY hole setup has less than 1500 miles. I purchased everything in my signature block while I was in Japan I'm active duty military and My Dad is trying to sort it out and get it setup and running good before I get home so on to the questions. First question could I have just got a bad wastegate with my new turbo? Second has anyone used a electronic boost controller with there truck? I ask this because I originally purchased the boost controller for my car but sold the car before I installed it and was thinking maybe this would fix the problem as it can override the wastegate, any info on this would be a great help thanks for the help.

Was the wastegate actuator adjusted prior to installing the turbo?

Is the collector from the up pipes to the turbo installed properly?

2001 F250, CCSB, 4X4, Auto, Forged rods
Lots of go fast parts and still slow.
