Used Garrett 38r what do I look for?

I have found a used 38r that a guy "bought for his dodge but found it wouldn't work". Other than the obvious, marks on the fins, slop on the shaft. What do I need to check for before buying? It's priced at $400.

Make sure there's normal shaft play. Ball bearing turbos have small amounts of shaft play until the bearing is filled with oil. Very minute amounts of play are normal but a millimeter too much and you're going to be buying another turbo in 20-50 thousand miles. If you want more information try Garrett's website. They tell all about they're turbos and what is normal.

400 for a 38r seems awfully cheap to me. Hope it is one and hope its in good shape for ya but just be aware that when it does wear out its gonna cost you more than double what you paid to have it fixed. But if you can get 50000 miles out of it , 400$ is a good deal for the performance you get.
