regulated return vs. fuel rail crossover?

i understand the difference of an actual regulated return system and a fuel cross over but im wondering if just the fuel cross over would be efficient enough for a 99 superduty with stock injectors intake exhaust and also a php tuner. truck is also getting a wicked wheel 2 in the next week or so.
